Spencer Clements founded the firm in 1996 and named it after his two sons. Prior to forming William Cole, Spencer worked at the boutique consulting firm of Kenneth Leventhal & Company and also as Director of Project Finance at Golf Services Group in Houston, Texas. His background encompasses significant troubled-asset experience (analysis, acquisition and turn around), plus long-range business planning, financial and legal structuring, site selection, project feasibility, design, development and management. Spencer typically leads the due diligence activities and establishes the core development team that coordinates the financial and operational plans for the firm’s projects.
Spencer holds an MBA in Entrepreneurship and Finance from Rice University, where he was the Dean’s Award recipient and was named a Jones Scholar. He holds a BS in Petroleum Engineering from Texas A&M University, where he was a President’s Endowed Scholar and was admitted into two national engineering honorary societies. Spencer currently serves as the Chairman of the Board for Experience Bryan College Station, the local Convention and Visitors Bureau.
Chief Financial Officer
As CFO of William Cole since 2000, David coordinates new project formation and the analysis, acquisition and development of complex real estate assets. Responsible for the financial and administrative management of William Cole's portfolio of companies, David works closely with on-site employees, ownership, counsel and outside advisors to coordinate the daily accounting, financial controls and ongoing operations of each entity.
David’s experience encompasses international project finance, real estate, retail, hospitality and accounting, including several years as an auditor with Arthur Andersen.
David holds BBA degrees in both Finance and Accounting from Texas A&M University and has been a CPA in the state of Texas since 1989.
Vice President, Residential
Justin Shulse has been a member of the William Cole team since 2006. Justin is responsible for leading our Residential Development and Asset Management activities in our single family communities. He also heads up our outdoor amenities and events for our mixed use projects focusing on hospitality and unique community experiences.
A native Texan, Justin moved to Bryan/College Station in 2016 after nearly 20 years in the Greater Houston area. While at New Mexico State University, Justin earned a Bachelor of Science in Agriculture specializing in Turfgrass & Soil Science. Upon graduation, he proceeded to work in the fast-paced, upscale environment of golf course construction, golf course openings and senior management of high-end clubs and courses. Justin has served a long stint on the board of directors for South Texas Golf Course Superintendents Association where he held the position of President and became the delegate on the national level.
Prior to joining William Cole in 2014, Casey was a Project Manager for a residential electrical contractor in the Bryan/College Station area. Casey had been active in the residential construction industry since 2000, and in 2010 decided to return to school full-time to finish his Bachelors of Science degree.
Originally a student in the Construction Science program at Texas A&M University, Casey received his BS in Business Management in 2012. Upon graduation, Casey returned to Texas A&M and received his Master of Real Estate degree in 2014.
As Development Manager, Casey offers unique insight into the varied aspects of real estate development. He is responsible for the financial modeling of real estate assets, as well as project oversight on commercial buildings within ATLAS and Lake Walk. Other duties include site selection, municipal entitlements, design and construction coordination, financial packaging and lease or sale negotiation.
Manager, Capital Markets
Phil grew up north of the border in London, Ontario, Canada. He came to Texas to play baseball for The Aggies where he was a part of the 2008 Big 12 Championship team. Phil graduated from the Mays Business School in 2009.
In 2012, he started PAD Homes, a residential home building company. In 2014, he started a land development and residential home building company called REME Homes, specializing in urban developments in Houston and Bryan/College Station. In 2016, he co-founded RRG Consulting Inc, a business solutions company targeting organizational conflict in the workplace.
At William Cole, Phil relies upon his experience in complex financial structuring, strategy development and strategic partnerships to lead the firm’s efforts in accessing the capital markets for both residential and commercial projects.
Following her graduation from Texas A&M University in 2009, Brandi started her career with Schlumberger before joining the William Cole team in January 2016. Brandi brings over nine years of accounting and management experience to the company.
With a BS in Agricultural Leadership and Development, and emphasis in Business, Brandi started her career at William Cole as an Accountant for the company's residential and commercial assets.
At William Cole, Brandi is responsible for accounting and property management for all Lake Walk Town Center retail and office buildings, as well as accounting on the residential component, construction company, TAP Construction. She also manages the Biocorridor Property Owner’s Association budgeting and planning.
Prior to joining William Cole in 2019, Stephanie worked in the marketing department of a major mortgage lender. Stephanie brings a wealth of marketing knowledge in the financial real estate industry.
Stephanie received her Bachelor of Business Administration in Marketing from Texas State University in 2019 and went on to pursue her Masters of Business Administration from West Texas A&M, graduating in 2019.
Joining the team in 2019, Stephanie’s focus is building the Traditions Community, Lake Walk Town Center, and The Stella Hotels outlets. In her role, she works closely with the development team on branding, graphics, websites, public relations and social media for all projects. She also oversees marketing and public relations efforts for all William Cole assets.
